Tom is a Distinguished Faculty Fellow at American University where he teaches in the Government Department. Tom worked as a senior Congressional staff member for 30 years and is the longest-serving staff Director of the House Budget Committee in history. Before coming to Capitol Hill, Tom worked as a corporate attorney at Sullivan and Cromwell. Tom has been on the national board of governors of the American Jewish Committee for 25 years, chaired the D.C. chapter, and is the current co-chair of AJC’s Central Europe Institute. Tom is also Treasurer of Israel Policy Forum, chair of the Policy Committee of the Jewish Democratic Council of America, an executive committee member of Freedom House, and Vice Chair of the National Coalition Supporting Eurasian Jewry.

He is a life member of the Council on Foreign Relations and a consultant to both the National Democratic and International Republican Institutes. Tom graduated magna cum laude from Tufts University and Georgetown University Law Center, where he served as an editor of the Georgetown Law Journal. He also studied at the University of St. Petersburg and is fluent in Russian.
