46. Build Capacity for the Middle East Partnership for Peace Act’s Lowey Fund

The MEPPA Lowey Fund is designed to marshal a grassroots effort in support of peace between the two sides. The Fund is authorized to spend $50 million a year over five years, but as of November 2022 has only made nine grants, in part due to the lack of groups able to meet U.S. requirements to take advantage of the appropriated funding and an overall lack of scaled capacity in the field. Much more effort should be invested in building capacity within smaller and lesser-known organizations and field-wide to inspire new initiatives so that this critical investment can be harnessed to its full potential.
