30. Create a Negev Forum Role for the Palestinians
The Negev Forum, which is a byproduct of the Abraham Accords and the regional normalization process between Israel and its neighbors, includes the U.S., Israel, Egypt, the United Arab Emirates, Bahrain, and Morocco. The Palestinians are not part of the Negev Forum, and Jordan has not joined due to its desire to see a Palestinian role. The Negev Forum currently has six working groups that could create tangible benefits for the people of the region, including in areas of water, food, and energy, and in order to translate some of the progress that has been achieved through normalization to the Israeli-Palestinian arena, Palestinian representatives should be incentivized to join all groups. Over time, a new working group should be established that addresses Israeli-Palestinian issues in a multilateral way.
